Text by Matthew Turner: A large, cross shaped two storey apartment building is placed on the site, with its intersection near by the tall silo. This building is raised, with public space continuing underneath, and two stair cores connecting to the apartments above. Walkways over archeological remains is given as the inspiration for the building form, respecting the heritage location. The tall silo is converted into floors, and contains a museum, offices and other public spaces. A large cantilevered box is inserted into the tower, containing a cafe. A small amount of parking is provided at the edge of the site. A further phase extending the ends of the new building is suggested.
