Text by Matthew Turner: A building by building analysis of each block determines whether it is retained and converted to residential. Temporary activities - such as a roller coaster- are encouraged to allow for occupation of empty lots. Parking is consolidated to free up open space, which is made into kitchen gardens for apartment dwellers. An urban wall is encouraged along the main road, allowing spaces behind to be more residential. All new buildings to have 3.5m floor height to enable future use adaptation.
